- Pioneer in Taiwan’s information and intelligence technology; began researching cybersecurity and computer viruses as early as 1992, earning the reputation of “Dr. Q” within the intelligence community.
- Guardian of national cybersecurity, leading the National Security Bureau’s network defense strategies, implementing isolated network systems, and successfully countering frequent cyberattacks from Mainland China.
- Demonstrated an outstanding career trajectory, rising from a junior officer in the electronic warfare division to Lieutenant General, serving as Director of the Fifth Department and Head of the Ankang Center of the NSB.
- Expert in cyber and intelligence strategy; established the NSB’s Cyber Security Department in response to evolving information threats, showcasing forward-looking strategic thinking.
- Strong interdisciplinary expertise; a graduate of military academy programs and holding a master’s degree in mathematics from National Cheng Kung University, seamlessly integrating academic knowledge with military intelligence operations.
- Developed numerous advanced information and intelligence systems for Taiwan’s defense, recognized by senior military leadership and Presidents Ma and Tsai, and highly recommended by former NSB Director Yang Kuo-Chiang.
- Served as Political Deputy Director-General of the NSB until retirement. Post-retirement, continues to contribute to Taiwan’s cybersecurity efforts as an information security consultant for MasterChain Media, maintaining a high level of commitment to national cyber defense.
