Title From Information Security Technologies to Risk Management: A Mathematician’s Thirty-Year Journey in Cybersecurity
Abstract Dr. Li will guide the audience through a cybersecurity journey that integrates technology, industry, and strategy. With a background in mathematics, he began his career in cryptography and secure communication protocols, later shifting to network and system security, and eventually to cybersecurity governance and technology risk management. His trajectory reflects the thirty-year transformation of Taiwan’s cybersecurity landscape—from a technology-driven approach to one shaped by risk orientation and regulatory governance.
Drawing on his extensive experience in the financial sector, Dr. Li will explain how domestic and international banks respond to global standards and the regulatory requirements under Taiwan’s Financial Cybersecurity Action Plan 2.0, including:
  1. the Chief Information Security Officer (CISO) system
  2. cyber threat intelligence-sharing mechanisms, and
  3. the deployment of zero-trust cybersecurity architectures.
He will also share first-hand observations and reflections from his role as an on-site incident commander in multiple cybersecurity crises.
In addition, Dr. Li will discuss the policy priorities of Taiwan’s National Cybersecurity Strategy 2025 and the 7th National Information and Communication Security Development Program (2025–2028), focusing on strengthening critical infrastructure protection, industrial resilience, and indigenous cybersecurity innovation capacity.
Finally, Dr. Li will highlight how a background in mathematics fosters risk assessment, strategic thinking, and logical analysis, while encouraging the next generation of mathematicians to cultivate systematic thinking, regulatory awareness, and a global perspective. He will call for cross-disciplinary integration as the key to tackling the rapidly evolving cybersecurity challenges in the era of AI and digital transformation.
